Strange issue with 1.1rc3 upgrade from rc2

Everyting worked great BUT thequick reply menu.  Using the quick reply, the drop down menue on the left isn't working at all.  Only getting a JS error.  Tried changing themes, same issue. Can't seem to figure it out.  Any help would be appreciated...

One more thing.. If I start a new topic(in a normal board, not a restricted one), the options work, just not on original topics that were in place or non restricted boards..

= total loss as to what to do to fix...
