new members activation for RC3

I have forged the board and read a lot of comments and try implementing some of them, but nothing works in terms of getting my forum to send my new members activation email.  I am using RC3 and I have tried both the Defualt theme and the Babylon theme.  Help.  This is really frustrating.  mywebsite is hxxp:fancybrown.com/forum [nonactive]

after checking the board a few more time I came across a post which remind me to do the simpliest thing and was to check the email address i was using under the 'serving setting.'  My email was wrong and did not match the email that was reflected in my database.  I change it and now it match the DB email address and all's fine.  At least it seems that way
