I'm in the process of switching to a new web host.  I have installed Joomla and SMF.  I have the database from my old SMF forum, which I'd like to restore to teh new SMF forum.  Should I restore the database before bridging the two or after?  Also, I could not find a restore option in the SMF admin panel.  Do I have to manually restore the database?

you should have smf and joomla working as stand-alone installations before even starting to bridge.

And no, there is no restore option in the admin panel. You will have to restore the database through your site's cpanel, phpMyAdmin or some other way.
