SEO with meta tags

Hi,

i'm learning how to do SEO for my site..does meta tags really matters these days with SE ? and if they do how i can put meta keywords in my smf rc3+tp site ? i already put meta tags,keyword etc in the index.html i wonder if can put meta tags in every page. or do the tags in index.html works enough ?
