HOW CAN I ALLOW MEMBERS TO UPLOAD? OR HOW CAN I MAKE A VIDEO SPOT SO MEMBERS CAN HAVE SOME SPACE TO DO WHAT THEY WANT WITH IT?

The upload option should be on.  See the Additional Options... link below this window?  Click that, then click the browse button.  If the attachment mode is not on, go into attachments and avatars section, its in your admin panel.

Next time, please post a good title for your question - "help me" is bland.  Something more like "question about attachemts"
