Smileys [more] link with no smileys displayed on form

I just installed and migrated my phpbb boards to 1.1.  Great so far, but one thing I'd like is a way to have all of my smileys set for popup display and none on the form.  If I have 1 smiley on the form I see that smiley and a [more] link, but if I have all my smileys set to popup mode, the [more] link disappears (and it should probably be say something like [smilies] if there are no smileys showing on the form.

I'm looking through the code now to see if I can add the feature, anyone able to point me to the right file?
