Attachments not working

I have enabled attachments for everyone (including guests) and am unable to see how to attach anything.  If you need to see the board in action, hxxp:forum.industrympls.com [nonactive]

guests can't start topics... a test account would be nice

in your admin panel you need to allow attachments.
