meta tags in wrong place?

i think i did something wrong with the meta tags.  referencing a previous post i simply substituted the words i wanted in index.template.php   i just ran a meta tag analyzer and it says i dont have any keyword meta tags nor anything for robots.  i did also change it to index instead of no index.  another thing is i know absolutely nothing about php, so maybe i screwed something up?  anyways i copied and pasted the code, maybe someone could take a quick glance thru please?  thank you much.

Seem to be having the same problem with mine. Meta is in the correct place but not being indexed

It's best if you just don't touch that part.
SMF automatically adds the no index tag to pages that could lead to duplicate content. It just depends on the url you used to get to that page.
If you change it, it could turn worse then what your hoping for and what it is right now.

@Elegant John, it's not because you have meta tags that you get indexed. There are lots of factors that have an influence.
The amount of topics, your backlinks, the age of your site, activity,...
