How to Reorder a Specific Post?

Hi Everyone,
Like a lot of moderators, sometimes I need to select a certain post to be the "top post" in a topic, regardless of date.

For example, let's say I merge two topics, forming a new topic.  Then I want to add an administrative note that explains or introduces the new topic.  The problem is, the posts are sorted according to date, so my administrative note might end up as the 5th, 7th, 55th, or 101st post.

Is there a way to select a post within a topic and instruct SMF to make it the first one, regardless of date?
