Just wounder if this is actually released, and if so - is it to Charter Members only?

Straight from your admin panel :

SMF 1.0 RC2 has been released to Charter Members. If you are a Charter Member, please upgrade as soon as possible, or ask us to do so. Many issues and bugs were fixed in this release.

Code, also the top spies have revealed that it may be code for a message board system of some kind....Oh wait you wanted a serious answer 

It's mainly just bug fixes I believe, although it may never be released to the public, Unknown has said that the final release may be released, unless something major is found.

RC2 is well worth the upgrade IMO.  It fixes several small bugs etc (I don't think I am allowed to post the changelog, sorrry).  I can say that it doesn't change the theme or frontend much if at all.
