Unable to install "child boards"

In Manage Boards and Categories, it states: To create a new board, click the Add Board button. To make the new board a child of a current board, select \"Child of...\" from the Order drop down menu when creating the board.

I don't see any "Add Board" button, and all I see is the "Add Category" button. And in the Order drop down menu, "child of..." is not listed.  I use SMF 1.1.3 integrated with Gallery2.Also, what is the difference, if any, between "board" and category"?  I can't tell since all I see is "add category".
