Calendar Announce Topic Bug!

For some reason when posting a new event to the calendar the announce topic feature under additional options is not available for any other user group other than administrators. I have a set up a special group for the moderators of boards to be able to post new events to the calendar but the announce topic under addtional options has vanished, the only options available are "return to this topic" and "don't use smileys". I have checked all the permission settings and they seem to be correct. I have enabled the announce topic permission for every group on the board. Is this a bug? If not how can I have a group other than the administrators have the option available?
