Changing discussion content

I read about 5 pages and didn't see my problem addressed, so I will ask the question hopefully no one has asked on page 6 onward.
I would like to change:
"Feel free to talk about anything and everything in this board. "
to something more germane to my site. I have been through all the php pages and can't find any reference to this.
Help please.

Admin > Boards > Modify the 'General Discussion' board.

It should enable you to change the title/description of the forum.

It was that last move/modify that I failed to click on.
I had been to that area dozens of times.
