What file is the resend activation code located in?

Trying to find what file this page is located on:

I want to add a note that we are having issues with hotmail accounts and can't seem to find the file where Resend activation code php file is.

Also where can I find the registration blurb on the register page wouldn't mind adding a note in there as well:

you might find it easiest to try to edit the above lines to add the text you want, just try to avoid text that includes ' in it.
