Restrict posting of images to certain users/usergroups

For an earlier version of SMF, I made a simple mod so only admins were able to post images (in messages and sigs). A lot of code has changed since then.

I'd like to have a mod, which has the following functionality: disable image-posting by de-selecting the img-tag in the Enabled BBC tags-part of the admin-menu still works, but only for users which are not an Administrator.

In other words, only admins should be able to post images. Putting images in signatures can be possible for admins, but is not neccessary. All other users are not allowed to put images in their signatures.

Who can help me with this?
