Creating a template

I want to create a template, and I followed the tutorial, but I can't find "Create New" to make one.  Help!

Admin > Theme and Layout Settings > Install a New Theme

Just click on Install and it will make a copy of the default theme.

If you still don't see it, it's possible your Themes directory could not be writable, in which case you should see a message stating just that.
