I have my own apache server with php and mysql ready to go, but I need help making it so everyone can see it. I have an account at no-ip.com cause I have a dynamic ip and I forward port 80 to my local ip 192.168.3.101 but now what do I do?

192.168.3.101 is a local ip address.  Anyone who types this into their computer would be, in effect, telling it to connect to their own computer.  The same is true if you try to use a DNS service to forward to that IP.

You need to find your outside IP address.

I know I never forward on the dns service to my local ip only to my dynamic. But I did forward my local on my router
