Double quotes around usernames in PM 'To:' Field

When filling out the form to send a PM, using the 'Find Members' helper (or placing quotes yourself) results in a username being input in the form "testuser".  In other words, it gets surrounded by double quotes.  When trying to post with this username value, SMF errors stating:
QuoteUnable to find member '"testuser"'.
The username testuser exists, and resubmitting the form without quotes fixes the problem.

PersonalMessage.php holds the issues.  It has to do with inconsistent escaping/adding of quotes in form submission and population.

This is a known bug, I have reported this a while back. I can't find the bug after a quick search of our bug tracker so I can't tell you the status of it sorry.

For a temp fix, you can remove the quotes from username in their profile as an admin or use a type of brace or bracket.
