Why is it borked? I thought it was just me a while back but I opened it in even the install file for 1.1.3 and it's still borked (messed up). Bug?

This isn't just with this theme either, it's with all, 1.1 default, custom themes that haven't fixed it, etc...

Also, aliencowfarm said the image is fine in smf 1.1 rc2, maybe something happened to it?

Reporting it as a bug.
Doubt it will be fixed in 1.1 though.

It's not a big deal anyway, it's not a default post icon. It'd have to be added for use through the admincp.
