Display "heading box" at top of all pages for a topic

We're using topics as separate discussions. We're not using them as "threads" and we don't permit our participants to start a new topic. The administrators/volunteers start all new topics.

We would like the initial post to display in a "heading box" (that accepts html and/or bb code) at the top of all of the pages in each topic so that we can provide links/info/resources there. I'm thinking that the heading box could occupy a space similar to how polls are displayed (the poll displays at the top of all pages for the topic).

Any ideas on how to make that happen? thanks
