how do i take a PHPBB2 database backup file and install it into a freshly installed smf so that i keep all my topics and posts it is a .SQL file so if someone can give me good directions on how to do this i would be greatfull as i am no programer by any sort of the word

The converter currently only really works on an installed copy of phpBB.  You could install phpBB, upload the database dump, and then make sure everything is pointed properly.
