explaination needed

hello,
wen I open board index.php I see a function
function template_init()
I want to know why is it used and

$settings['use_default_images'] = 'never';
why is this st to never.

template_init() initiates some variables used within the other templates.

"never" is set when the theme has its own images to use, otherwise, SMF will use the images in the default theme.
