Can anybody pinpoint what is wrong with our forum?

Problem:
1. Cannot install the update (1.1.4) thru package manager
2. Cannot install any of the mods

No it's allowed, but I'd personally not do it.  An admin can do anything to your forum, even upload content to your host if they were so inclined.  Trust no-one

what does it say when you try to install these?

It just times out to a blank page when you try to apply the patch mod, after a period of time.  It's just the the final apply stage of the modifications.

sounds like a php or webserver error.

Will need to check the webserver's error log for errors and see what errors are occuring causing the blank page

Our Host does not allow CHMOD to 777 only 755... Do you think this is causing all the fuss? If so, any work around with SMF v1.1.4?

What could be the other causes? I tried viewing the logs but it seems irrelevant. Please help

then how can you have files be writable by php?  the package manager can't work without having files writable.  Might wanna ask them what setting you can use for writable files.  if its on a suexec system 644 may still work

I had a similar problem to this, I used fantastico to install SMF 1.1.3, as soon as it was installed it told me it to upgrade to 1.1.4.
tried to upgrade and it wouldn't take it, tried to add a couple of mods,again, no luck....gave up and uninstalled the lot.
Used SMF's new 'webinstall' gizmo to get a brand new 1.1.4 version and 'hey presto' it works perfectly AND accepts all my mods.

I'm taking a guess that you used fantastico to install your forum? (I think it might be a bit buggy)

fantastico uses a different user on the server to install its applications -- this can break the package manager
