Hello, please help! After I installed the  permission on my forum, where do I go from there to use this function/mod?

I assume you are talking about this mod - http://custom.simplemachines.org/mods/index.php?mod=411. I would imagine the mod would add a permission with all the other permissions in Admin / Permissions. Select "Modify" next to a group and view the available permissions.
