Configuration Settings Mods Not Showing Up

OK i added some mods the mods work fine but in administration i go in and where they should be in Configuration there is nothing but a blank space, i go down and change the
Default Forum Language to : english utf8
push save
then go back and change it to just english and push save, it then shows up, for a while then disappears again and i have to repeat the process, which i can do but gets annoying time after time
any suggestions?

Most likely you're personal account settings are set to English-utf8.  If all people are English only, then disable the option for any user to choose their own language and then it should always default to the server assigned language.
