Can't Delete Database Password

Something that prevents the database password from being deleted through the  Admin Control Panel would be nice.  Would've saved me a lot of trouble tonight.

change the chmod on Settings.php to remove the "write" setting for each group.

Now none of the Settings in settings.php can be changed without re-adding the write settings.
