First of all do you have a webhost to put your forum on?

If so, read through the documentation for installing SMF: http://docs.simplemachines.org/index.php?board=2.0;sort=subject

Hosts and Hosting is a good place to start

but as an alternative, you can also start a free (but limited) smf board at http://www.smfforfree.com.

We make the software, but we don't do any hosting of it at this time

Refer back to akabugeyes post, it has a link to the steps required to install SMF and the process to install it.  Making sure your Free host meets the requirements is the first step.
