Abillity to make IP comments

I think that we should be able to make comments on IP's so that when you click "Track IP" you can see "Google Bot" or "Spammer" or whatever note is/are approreate.

Yeah then there is a link for a custom Who.template.php file that will put users into categories: Users, Guests and Bots and will tell you if its a bot, what bot it is
