Ban Modifications

1) If someone puts a ban on a global IP eg *.*.*.* then everyone is banned, now if its a total ban then not even the admin can log in. A sour moderator could do this either by accident or vengence, anyway if it did happen it would be chaos, I tried it out of curiosity on a mockup forum and yep I was banned. It would be safer to have the 1st number to not be changeable to a *

2) The date column in the ban list shows when the ban was created, but it would be handier to have a last edited column instead.

I can see the need for preventing *.*.*.*

Although banning the first number wouldn't be necessarily the best thing.  You may want to ban an entire range.
