Strange character in ssi

Hi.
I put, with ssi commands, last topics of my forum on another page.
Now i can see that, but the name of the topics have strange characters...
I have UTF-8 Portuguese language. Can you help me?

For example: the word "sugestões" it's appear like "Sugestões"
