New topics icon is not showing up

I searched and found posts about the same problem
i went to the location indicated, verified that the new.gif was there and it was. Even found a different one thinking it was corrupted and renamed it new.gif 
Now i installed a new Theme and its still now showing the new topic icon but  Box with NEW writen in it when an image doesnt show up.

I checked on my laptop to see if it was computer specific and its not. Showed up on my laptop as well.

Oh the new topics icon shows up on this board by not mine...

Whats going on?
