Does this mod exist?

I have seen sites with a message on the top, something like this:

You haven't posted anything since you registered, why don't you say Hello, try to contribute in this community bla bla bla

I would love to have a mod like this.

I suppose but I'm not very good at customizing, and the message was bigger, not like an active-x installer or so.
It's weird cause I could swer I saw a SMF site with this type of message.

Hi, this shouldn't be so hard to code i think...
You just need:
- The right place in your theme to display the message
- The correct php if-clause like "if user is logged && postcound under xx posts { echo' YOURCODE BASED ON DIVs, TABLES, SPANS,Whatever and the ACTUAL TEXT TO DISPLAY';}

And before you nice chaps tell me to re-code.  I don't have a clue on how to do it, nor will I try.

It says its for 1.1 but I've got it running fine on my 1.1.4 board.
If the package manager won't let you install it, you can always try to install it manual ( Manual Installation of Mods) or add ;version_emulate=1.1 to the url in the package manager.
