The "recycle topics" line they are referring to is nolonger in the modsettings php.

Read what you quoted . The problem is that I haven't the recycle code .

Because of the rearrangement/update of code since 2006(last update of this mod I think), I switched to [THIS] mod, as it has the same fuction, and offers a little extra aswell in way of tweaks from users.

Only a suggestion.

And what your version SMF?
1.1 - 1.1.6 have Recycle topics, or not?
SMF 2.0 have Report to Moderator in Moderator Panel

It's same mod, just replaced 1.1.5 words into 1.1.7 so you can install in that version.

2.0 has this by default of sorts by using the moderator center.
