Setting a limit to one post per day in a section?

I was wondering if there is a setting or a mod out there that would allow an admin to set it where all members could only make one post to a specific section, not the whole board? For instance, having a classified section and limiting members to only posting once every 30 days.

There is no mod that would do this to my knowledge. You might want to look into a third-party classified ads script.
