Share boards between forums

I'll try to explain:

My forum covers a county. Other forums in this county cover cities, but offer a board that would be of interest to the county (County Chatter). Can these boards, or topic areas or whatever they are called be shared between forums that want to participate in such a thing?

Basically, I want a message posted on my "Chatter" board to then show on the other participating forums that would like to "carry" that "Chatter" board. Of course, message posted and replies to message would be accessible on the other participating forums.

The benefit would be that my forum could still cover the county, but users on the city forums could also participate in the county "Chatter" board without having to leave their city forum and log into my forum.

Questions? Comment? Screams of pain? Can this be done? How?

Thanks! It is close, but not really what I has hoped for.  For those that might know about Fidonet, that is the concept that I am wanting. When a message is written in one forum, it appears and can be replied to in other forums. Kind of like a newsgroup, only more controlled.
