quick question

Hi,

I apologize if this isn't the right place to post this but i had no idea where else i could ask this question.  I want to make a really basic website. A banner and then boarders and then on the left side a navigation area.  I was told i can do it with frames but i am so bad at figuring this out. 

I wanted to just make the outline green and the background black text white...very basic.

can anyone help me?
