When I switch languages I see very few translated SMF strings, even for languages for which I know full translations exist, for example French:

I've got the same with Dutch, also on the same buttons.

This forums 2.0, not 1.1.. Not all languages are translated for 2.0. The upgrade script does attempt to fix these strings, but it is only an attempt may not be able to translate everything.

Out of curiosity if they were translated for 1.1 why wouldn't they be translated for 2.0? It is not like the text changed for the reply and notify buttons. ???

As I said, the upgrade script does attempt to change the language strings, but it can fail.
I know our language coordinator is working on getting the updated language files though.

I know the Dutch and German languagefiles are updated for SMF 2.0 in SVN, they're just not uploaded to this site, which is a shame, really. :(

As SleePy got at, the files between the two are not compatible.  The upgrader attempts to but cannot always fix this.  There are also a number of new language strings which this can't even attempt to add in.  Many things like $txt['123'] were changed to things like $txt['easier_to_recognize_name']

The language support is sparse right now as the translators haven't quite had the opportunity to finish translating 2.0 for their language.  Once a full on feature freeze is done for 2.0, translation can more effectively begin :)

Give it some time :)

Right I just thought you could create a find and replace table and run a script to do all the language files. Not a biggie for me as my forum's only in English.
