How do i use the repair_settings.php

How do i execute the repair_settings.php
By mitake i change the logo on a theme that was not the default .
I have delete all the themes and delete the smf and tp files and just download again the smf and the tp983 and re upload them again but the web page is still showing the last changes i had made     
If anyone can let me know how can i fix this,

I dont really see what the problem was with the logo and why you could not undo it.

To see the changes try holding ctrl and press f5 a few times.
