URL Bumper Page [read to know what it is]

I request a mod and it's a pretty simple idea.

Each time a URL is posted in the forum that does not link to the website the forums on, meaning even pages out of the forum won't include the following, it will open normally in a new window. But if a link to a different website it will link to a URL bumper page.

For example, lets say someone links to SMF on my website. It would display a bumper page like http://www.americasarmy.com/includes/bumper.php?goto=http://www.simplemachines.org/

But it would be in the forum like ?action=bumper;goto=www.simplemachines.org
or something similar.
