Change topic starter?

Is there a Mod that helps you change the topic starter  without having to re-write the entire thread over again when someone else wants to take over the topic?

This would be quite helpful. Features that would make sense in this mod package would be:

+ Option to disable/enable modification in the admin center. Preferably Admin > Posts and Topics > Topic Settings

+ Permission adaption in the "permissions" section. "Allow to change topic owner". Default is only allow admins. *

+ While editing the user's post (must be the first post obviously) include a field (either under additional options or somewhere that looks nice.) that allows input of a username and a search function for a user. After clicking edit, the post author will appear as the member you inputted into the field. That includes avatar, memberlink, a deduction to the original owner's post count and an addition to the new owner's post count, profile information, and signature.

+ If you change a post's original author, include the options whether or not to show the original poster's IP address. Better ways would be to include these options in the admin panel:
--+ Option to keep the original author's IP address. (this might be a problem, so I would exclude the IP address from being logged into the user's IP logs.)
--+ Option to remove the IP address completely from the post.
--+ Option to change the IP to match that of the editor. (as in, replace the IP with the IP of the user who is currently editing the post).

+ Include author changes in the Moderator Log (excluding admins, an option maybe.). A log would look like: "ccbtimewiz : changed an author - topic: (topic) - Original Author: (original author) - (IP address of editor) - (time of day)". *

*Obviously there is a huge trust factor on this modification. If I was to create this, I would make sure it's quite secure and logs correctly (in the database rather then the modlogs) as well as limiting it to only admins.

If anyone wants to make this, be my guest. I don't really know how to make something like this. It would help me out though. x.x
