For users to comment mod

I've come across some forums (NON SMF's )that  force their users  to comment before they can see the FULL posting of a gallery. This is mostly implemented in forums that have photo galleries.  I think this tool would increase  user participation.

I  didnt see a mod like this in the mod section.  Can anyone make one?
