Language dependency

I really want to have a distinction between users build in.

I want to have the ability to tell where the user is comming from
and to be able to make language specific forums.
Maybe even with flags at the online_user list. 

for example if a german user visits they should see all buttons etc
in german
or someone from china should see a chinese forum.

This could be done by a simple plugin (ehm...) getting the ip->country
database and set the user_info accordingly !

Of course it should be turned on or off .
