what should be the file permissions for these files?

and does it even matter? can the wrong permission compromise my forum?

None of the files need to be writable.
Unless
agreement.txt needs to be writable if you are changing the agreement though SMF.
Settings.php needs to be writable if your changing settings on in the Server Settings page

The files below only need to be writable if you are installing or uninstalling mods.
index.php

ssi_examples.php~
