translate the "HELP" tab content to Vietnamese

I would like to translate the tab "HELP" contents to Vietnamese language, could anyone please show me what file name and folder
1. where I can edit or
2. how to convert or
3. remove (rem out) this option if there is impossible to convert or edit this content.

There is already a vietnamese language package. Please download it and upload the unpacked fiels on your FTP server.
