Admin>Main>News and newletters>newsletters>select the membergroups you would like to send an email to.

are you talking about the news thing at the top of the forum?

admin > news and newsletters is where the setting for the top news is.

The default themes i know also have a news fader option in admin > current theme which will show a box above your forum with the news in it.

umm i think he means like in phpbb you have a sticky and then you have another like diffrent lvles of inportence

they dont relly have that but u can just make it a sticky and add it to the first board of your forum and add anouncement in the title
