how way i make 3 languges

i want change site to 3 languages but when it changed just menus and themplates changed

i want completely change site (  means total passages - and .....

I would like to have a web with two forums (English and Chinese), but using the same user (means one user can use both forum)

Can we install in two folder (separately forums) than making bridge for user data base only?
