Limit # of posts in an area

My board is for a game that I play. In the game you conquer other people's villages for you to take. My users must start a topic and claim the villages they will conquer in a post. The claiming area is divided into child boards by the location of the village they want to conquer.

I need to limit my users to only be able to claim 3 villages. Since they can only claim 1 per post making a limit on the number of topics they can start in the claiming area (including all child boards) will accomplish this. This should not effect their ability to post anywhere else.

I searched for something to do this and find nothing. Can someone make this?
