You do this via the warning system

If they get over xx percent they are put on the moderation center watch list.

You can adjust these settings in Admin -> Configuration -> Security and Moderation -> Moderation

thanks but I decided to go back to 1.4. there are a few mods I can't use on the beta that I would like to.

Yep SMF2.0 is not stable currently. You should consider upgrading once SMF2.0 goes final - than more mods should be around. ;)
