I don't know.

It works for 2.0 beta 3 public. So it may work for 3.1

will this work with 1.15? the manual installation page says that it has not been tested.

1.1.5 made very few changes that have affected mods. I believe there's only one mod that's been adversely affected by it to a major extent, all the others work fine.

Since I didn't specifically state that the mod wouldn't work with 1.1.5, it should. Your best bet is to test it out and see if it will, since you can often answer your own question a lot faster than I can.

Specifically: I haven't tested it yet to know for sure, but it wouldn't take you long to try.
Vaguely: it should work.
Ambitiously: maybe it'll work.
Unhelpfully: I don't know.
Sarcastically: Well, you could have tried it already.
Evilly: No, it won't work.

(I didn't find it very useful though, hand jamming was easier to me)
