Are any emails getting through?
Is the mail scheduler enabled? Admin > mail > Mail Settings

Does your host have any limits on the no. of emails that can be sent per hour/per day?

If your on shared hosting, its extremely likely there are limits.
Although they may not have been expressly stated in a clear place.
